Admins/brokers of the site have the ability to manage the who can export leads on your site. 

Path: Settings > Configurations > Lead > under Export Settings > uncheck/check the box to allow Agents/Office Managers to export leads.

For agents, this applies to their own leads only. For office managers, this applies to leads of that office.
